The Galapagos has a unique environment. There are no natural predators there. As a result the animals don't run away form human beings. You would think that they sea lions might be a bit more cautious since there are sharks in the waters, but even nursing mothers will let you get quite close. One of the rules is that you are not allowed to try and touch any of the wildlife. However, if you stand very still and wait sometimes a curious sea lion will come over and touch you.
